INTRODUCTION
Amongst the field of activities of UMAR the Summer Workshops is an institution of supreme significance that aims to approach new colleagues-students of Architecture of the Mediterranean countries. This approach observes scientific criteria that are based on the common characteristics of the City Planning and Architecture of the relevant countries and its goal is to form affiliations with those countries.

This regulation indicates the conditions of organization of summer workshops and determines the responsibilities and duties of architectural institutions as members of UMAR and other participants.

The aim of the regulation is to operate activities in the field of architecture between Mediterranean architects and the students of architecture for the improvement of relationship in professional solidarity, friendship and mutual respect, which will result in concrete cooperation.

A. GENERAL CONDITIONS

ARTICLE 1: THE TERM OF SUMMER WORKSHOP
UMAR summer workshops are organized between July 15 and September 30. The decision of exact dates of summer workshops within the period, belongs to the architectural organizations which are members of UMAR.

ARTICLE 2: THE PERIOD OF SUMMER WORKSHOP
The period of UMAR summer workshops is 2 weeks. It begins on Monday of the first week and lasts on Friday of the second week. The previous day of the beginning day of Summer Workshop and the following Saturday and Sunday of the last day are the arrival and departure days of the participants to the country organizing the summer workshop. Technical trips which may be organized by the summer workshops will be included in this period.

 

ARTICLE 3: NUMBER OF PARTICIPANTS
3.1. Students :

The number of students who will participate in UMAR Summer Workshop can not be less than 15 foreign students and can not be more than 3 native students.

3.2. Lecturers :

The number of foreign lecturers who will take part in Summer Workshops is limited to four. There is no limitation for the native lecturers of the arranging country.

ARTICLE 4:THE CONDITIONS OF PARTICIPATION IN UMAR SUMMER WORKSHOPS

4.1. Countries wishing to send students to UMAR Summer Workshops should have carried out the conditions required for membership.

4.2. Participating students:

4.2.1. Students of architecture from at least third year classes can participate in UMAR Summer Workshops.

4.2.2. Transcript of participating students must be approved by their universities.

4.2.3. Each student of architecture can participate in UMAR Summer Workshops once.

4.3. Participating Lecturers:

Lecturers who will participate in Summer Workshops may vary according to the subject of the summer school. Lecturers can be research assistant, assistant, associate professor.

ARTICLE 5: LANGUAGES THAT WILL WORKED UP IN SUMMER WORKSHOP

5.1. Languages that will be used in UMAR Summer Workshops are English and French.

5.2. There is no obligation to the country arranging the Summer Workshop to provide translation or translators.

5.3. Participating lecturers and students will be required to have an adequate knowledge of one of these two languages.

ARTICLE 6: THE TOPIC THAT WILL BE WORKED UP IN SUMMER WORKSHOP

6.1. The General Concept that will be studied in UMAR Summer Workshops will be determined each year by The Executive Board of UMAR or from the organizing country.

6.2. Professional Association of architects of the country arranging the Summer Workshop is charged with organizing a Summer Workshop in accordance topic appropriate to the determined “General Concept”.

6.3. “The General Concept” of the Summer Workshop or the theme should be determined and declared in time appropriate to the calendar of Summer Workshop by organizing country.

ARTICLE 7:THE CALENDER OF SUMMER WORKSHOP ARRANGEMENT

UMAR Summer Workshops will be organized each year in accordance with the calendar stated below.

7.1. Until the end of January:

 UMAR Executive Board will send letter and application form  to each country-member in order to be informed for the possibility of organizing a Summer Workshop by them.

7.2. Until the end of February:

Each member country will propose a draft agenda  of the Summer Workshop to UMAR Executive Board

7.3. Until the end of march:

Each member Country will state their summary program of UMAR Summer Workshop that will be organized to the UMAR Executive Board.

7.4. Until the end of April:

UMAR Executive Board clarifies the countries in which Summer Workshops will take place, their dates and conditions for participation.

7.5. In May:

Announcement of UMAR Summer Workshops by the member countries at the Universities, Polytechnic Schools, etc. and submission of applications. The last day of applications for participations is in June the 15th.

7.6. Mid June:

The evaluation of the applicants and announcement date of accepted participants.

7.7. Until end of September:

Organizing countries will send their reports and student projects to UMAR Executive Board.

ARTICLE 8: THE FINANCE OF SUMMER WORKSHOPS

8.1. Expenses including accommodation, local transportation that organizes the Summer Workshop will be covered by the architectural organization of the member country organizing the Summer Workshop.

8.2. Visas will be obtained by the participants students and lecturers.

8.3. Each national architectural organization is free in any sponsporship/financial support.

8.4. Personal expenses of the participants will be covered by themselves.

ARTICLE 9: APPLICATIONS

9.1. Each student or lecturer wishing to take part in one of the Summer Workshop of UMAR will complete two application forms which will be provided by their own architectural organization.

9.2. Application Form will include the following information: (see example at the end of the Regulation text)

10.2.1. Name-Surname.

9.2.2. Date and place of birth.

9.2.3. Contact Information

9.2.4. Name and contact information of their current institutions.

9.2.5. Class, year, term.

9.2.6. The preference of the country in which UMAR Summer Workshop will be organized (two countries will be stated).

9.2.7. The preference of foreign languages top in order.

9.2.8. Photograph of the candidate.

9.2.9. Statement of Purpose Letter of the candidate

9.2.10. Place of signature and date.

9.2.11. The section will be filled and signed by the referee of the candidate.

9.2.12. Section will be approved by the University.

9.2.13. Section will be approved by the architectural foundation of the member country.

9.3. Documents to be added to the Application Form

9.3.1. Photocopy of the first two pages of the candidate’s passport.

9.3.2. Photocopy of the bank receipt showing the payment of 50 USD for preliminary application.

ARTICLE 10:EVALUATION OF THE APPLICATIONS

Applications will be evaluated by the architectural foundation of the member country:

10.1. In this evaluation the following criteria will be considered;

10.1.1. The application form and additional documents must be completely filled

10.1.2. Information’s concerning the students and lecturers must be correct.

10.1.3. Education level and success of the student and the lecturer

10.1.4. If there is an equality in the level of knowledge and success the following will be considered

10.1.5.

· Language skills.

· The date of the applications.

· Appropriateness of the preferred language to the most spoken foreign language of the organizing country.

· The academic year of the applicant.

10.2. Each member country’s architectural organization is authorized in developing criteria different from the ones stated above or to use other methods in selecting the candidates.

ARTICLE 11:THE FORMATION OF THE LIST OF CANDIDATES

11.1. Each member country will propose 3 regular and 3 substitute student candidates and 1 regular and 1 substitute lecturer candidates in their list.

11.2. Students and lecturers will be listed in order of priority.

11.3. Reserve candidates will replace others, when real candidates can not participate in the Summer Workshop.

ARTICLE 12:SENDING THE LIST OF CANDIDATES

Each member country of the UMAR will have sent the list of student and lecturer candidates with a copy of their application form no later than a week of the time mentioned in Article 7.6. Lists will be sent to the Secretariat.

ARTICLE 13:THE DEFINITION OF THE PARTICIPANT LISTS

The Committee of Summer Workshops appointed by The General Secretary of UMAR or The Executive Board of UMAR is the authorized committee to determine the participants.

13.1. The Board will determine 20 students and lecturers as participants together with their reserve members.

13.2. In the preparation of the final list of participants the following criteria will be considered.

13.2.1. The demands and conditions of the organizing country.

13.2.2. The demands of the country sending students or lecturers to UMAR Summer Workshop.

13.2.3. The truthfulness and appropriateness of the information declared in the application forms.

13.2.4. The consideration of quota reserved for member countries.

13.2.5. The order of priority in lists.

13.3. If the number of real candidates is less than the determined quota, then there will be a selection from reserved candidates.

ARTICLE 14:THE DECLARATON OF THE LIST OF PARTICIPANT

Executive Board of UMAR will have determined and declared the list of participants to all member countries by the time mentioned in item 7.6.

ARTICLE 15: PAYMENT AS THE GUARANTEE OF PARTICIPATION

15.1. 50 USD will be received as an application and guarantee fee form each candidate. This will be payable to the UMAR account of each country’s architectural organization.

Application fee will be returned to the candidate whose candidacy is rejected.

The application and guarantee fees of the accepted candidates who give up participation will be non refundable and invested as income for UMAR.

The application and guarantee fees of the students who participate in the Summer Workshop who do not present their studies will be invested as income for UMAR.


B: WORK CONDITIONS of SUMMER WORKSHOPS

ARTICLE 16: INSURANCE

Students and lecturers will be under the responsibility of an architectural organization of the organizing country.

The compulsory international travel Insurance will be under participants responsibility.

ARTICLE 17:ACCOMODATIONS AND WORK CONDITIONS

17.1. The architectural organization organizing the Summer Workshop is obliged to meet the arriving students and lecturers and to accompany them to their accommodation units as well as to departure points.

17.2. The living conditions will be on the acceptable level

17.3. Students may stay together if they are seperated as girls and boys. Lecturers will be given single rooms or double rooms.

17.4.  The architectural organization organizing the Summer Workshop is responsible for serving breakfast, lunch and dinner.

17.5. The architectural organization organizing the Summer Workshop, responsible for creating healthy working space for participants.

ARTICLE 18:WORKING PERIODS IN SUMMER WORKSHOP

18.1. The architectural organization organizing the Summer Workshop is authorized to determine work days and hours according to their conditions without reducing the total work period.

18.2. The architectural organization organizing the Summer Workshop will be careful about the hours of other activities arranged for the students and lecturers. These should not interrupt the working hours.

18.3. Lecturers will assist students during their study-work. The organizer of the daily activities of the summer workshop, has to allow for free time for the students and lecturers.

ARTICLE 19: STUDIES WHICH WILL BE MADE IN THE SUMMER WORKSHOP

19.1. Studies will be determined by the architectural foundation of architectural organization organizing Summer Workshop.

19.2. All the information and documents including the place and topic of the Summer Workshop will be prepared in official languages. These documents will be delivered to students and lecturers on the first day of the Summer Workshop.

19.3. Depending on the theme, the students are organized into study groups of three or more persons, with the help of the lectures.

19.4. The Summer Workshop is divided into three parts: analysis, synthesis and presentation

19.4.4. On the last day of Summer Workshop an evaluation day of the presentations of the students will be made.

ARTICLE 20: THE PRESENTATION OF STUDIES

20.1. Students will prepare their studies as to be presented. All the drawings will be designed to the sample shown in the document adjoining this regulation.

20.2. Presentations may be done in all format.

20.3. Each student-group has to present his/her studies contribution of each member of the group.

20.4. All studied documents will remain with the student except the presentation sheets.

20.5. The final presentation, in the end of the Summer Workshop, will remain at the organization of the country responsible for the Summer Workshop.

20.6. The final projects can also be presented in other Mediterranean countries, the volunteer country which requested the projects will be responsible for all expenses.

ARTICLE 21:JURY AND ITS STUDIES

Students works and projects will be evaluated by a jury formed by the participation of native and foreign lecturers, in public meeting.

21.1. The chairman will be the senior of all lecturers.

21.2. The chairman will be responsible for directing the jury studies, sending the final report to the relevant departments in time and signing the certificates of the Summer Workshop.

21.3. The studies of the jury will be open of the participation of all students and jury members.

21.4. Each student will be asked to explain his/her end product to the jury.

21.5. Each study will be evaluated and graded by the jury.

21.6. The jury will complete its studies with a final report. This report will include the evaluation of the projects made during the Summer Workshop as well as opinions about each of the projects.

21.7. The distribution of the jury reports will be made as below:

· A copy to each participant student.

· A copy to each participant lecturer.

· A copy to the architectural organization of the member country organizing the Summer Workshop.

· A copy to the architectural foundation of the member country sending student(s) and lecturer(s) to the Summer Workshop.

· A copy to The General Secretary of UMAR.

ARTICLE 22: THE CERTIFICATES

22.1. At the end of the Summer Workshop, a certificate of the UMAR Summer Workshop will be given to each student.

22.2. The items that will take place in the certificate are stated as the following:

22.2.1. Certificates will be prepared in two official languages.

22.2.2. The dates and places of the Summer Workshop will be stated.

22.2.3. The topic of the Summer Workshop will be stated.

22.2.4. The degree of performance shown by the student will be mentioned.

22.2.5. The certificate will be signed either by the responsible person of the Summer Workshop or by the jury chairman or by President of UMAR.

22.3. At the end of the Summer Workshop, participation certificate of UMAR Summer Workshop will be given to lecturers.

ARTICLE 23:EXHIBITION OF THE SUMMER WORKSHOP FINAL WORKS

23.1. The final works of the Summer Workshop:

23.1.1. Will be exhibited by the architectural organization of the country organizing the Summer Workshop if it is necessary.

23.1.2. All the final works made in all the Summer Workshops of the same year, will be exhibited by the general Assembly of UMAR.

23.1.3. The studies made in the Summer Workshops of the same year or previous years will be exhibited in member countries with the organization of the architectural foundation. These member countries will bear the responsibility and expenses of the exhibition.

23.2. The exhibition of final works will be exhibited in member-countries under the responsibility of the Committee of Summer Workshops.

23.3. Previous exhibited projects will be kept digitally in UMAR center by the Secretariat.

C : OBLIGATIONS AND RESPONSIBILITIES

ARTICLE 24:OBLIGATIONS AND RESPONSIBILITIES

24.1. The function and responsibilities of UMAR :

UMAR is a responsible for the successful continuity and expansion of UMAR Summer Workshops, maximization of the relationships between students of architecture of the Mediterranean countries and educational institutions as well as the implementation of this regulation.

24.2. The function and responsibility of the architectural organization of the member countries:

The architectural foundation of the member countries of UMAR are obliged to conform to the items in this regulation.

24.3.2. To provide coordination among the architectural foundations of member countries.

24.3.3. To determine and control the Calendar of UMAR Summer Workshops.

24.3.4. To announce UMAR Summer Workshops each year in collaboration with organizing countries.

24.3.5. To evaluate application forms and determine participants for Summer Workshops from each country.

24.3.6. To provide the management of Summer Workshops in accordance with the stated provisions.

24.3.7. To collect final products in UMAR Summer Workshops each year and to exhibit them in member countries as mentioned in Article 23.

24.3.8. To give certificates and awards on time.

24.3.9. To expand the system of Summer Workshops.

24.3.10. To search for Sponsorship/financial support for Summer Workshops.

24.4. The function and responsibility of the architectural organization of the country organizing the Summer Workshops:

The architectural organization of the country organizing the Summer Workshops is responsible for encouraging the friendship between the students and lecturers and provide suitable condition of education within the concept of the determined topic. The architectural organization is also responsible for responding to the necessities of the participants like health, safety, accommodation, transportation, cultural affairs etc. during the time spent in the country.

24.5. The responsibility of the country sending students and lecturers to the Summer Workshop:

The architectural organization of each country will send participants on behalf of UMAR . The architectural organization will:

· Check appropriateness of the applications.

· Evaluate applications and send the list of candidates formed in order of priority to the UMAR Executive Board.

· To expand knowledge of UMAR Summer Workshops in their countries.

24.6. Responsibility of lecturers participating in the Summer Workshops:

Lecturers accompany students participating from his/her country and they are responsible for these students. It is preferred that lecturers arrive one week prior to the beginning of Summer Workshop. So that they can determine the details of the organization and the program. The lecturers who have participated in the Summer Workshop, will prepare an evaluation report one of the official languages at the end of the Summer Workshop and will present these to the UMAR Executive Board.

24.7. The responsibility of the students participating in the Summer Workshop

24.7.1. To travel to the country in which the Summer Workshop is organized.

24.7.2. To follow the program of the Summer Workshop.

24.7.3. To follow the instructions and suggestions of the architectural organization for organizing the Summer Workshop.

24.7.4. To share knowledge and experiences and to esteem other’s experiences.
